What is E-rate?
The Federal Universal Service Fund (FUSF), commonly known as E-Rate, allows eligible schools, libraries, and rural health care organizations to receive discounts of 20-90% for new and existing network and telecommunications services. Discounts are based on the percentage of students eligible to participate in the National School Lunch Program. The program is administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC). This not-for-profit corporation was appointed by the Federal Communications Commission (FCC) to ensure that the benefits of telecommunications services reach students and communities across the country. This webpage explains how schools and libraries serviced by AT&T can apply for those discounts and points to other useful links. Other Schools, Libraries and Rural Health Care Organizations can find information on the USAC website.
What does this mean for your school or library?
You may be eligible to receive discounts for:
- Telecommunications service for voice and data, including usage, mileage, and installation. Telecommunications also include cellular and long distance service.
- Basic, non-content access to the Internet, e-mail, webhosting, and firewall service.
- Installation of internal networks, including: inside wire, routers, switches, network file servers and related operating software, wireless LANs.
AT&T E-Rate Resources

SPINs
A "SPIN" is a nine-digit Service Provider Identification Number provided to telecommunication providers after they fillout a Form 498. Anyone can obtain a SPIN and having one is not an endorsement by USAC or SLD. AT&T is a national brand covering many service providers and multiple states. Please consult your AT&T Representative for the correct SPINs for your services. There is also SPIN/Bear Contact Search on the SLD website that you might find useful. When searching, use % after name as wildcard.
